States whose troops fought at Fredericksburg, Spotsylvania Court House, Wilderness, or Chancellorsville including Salem Church may enter the Fredericksburg and Spotsylvania County Battle Fields Memorial to mark lines. Before any line becomes permanent, its position, marking method (monument, tablet, inscription, or similar) and design must receive written approval from the Secretary of the Interior based on reports by park commissioners. Grants to one State may be used by another.
