When the Secretary of the Interior gets the commission’s report, he must obtain the land the commission recommends for a national battlefield. He should buy it if the price is reasonable; otherwise he may take it through legal condemnation. He must set and mark the battlefield boundaries, mark battle lines and troop positions, put up sturdy historical tablets at recommended and other suitable spots, build roads and paths, plant trees and shrubs, and restore and care for the grounds, including the Hazen Monument. All costs for buying the land (including condemnation, title work, surveys, and payments), marking the battlefield, the commission’s expenses, and creating the national military battlefield must not exceed $100,000.
