The Secretary can make an agreement with the city of Murfreesboro that does three things. If the city agrees to get the needed land, build a trail linking the battlefield to Fortress Rosecrans, and run the trail to standards the Secretary approves, the Secretary must give the city any funds the Secretary has for buying the land and building the trail and must provide technical help to the city and Rutherford County for planning. The Secretary must accept a donation of the remaining parts of Fortress Rosecrans at Old Fort Park and then keep and explain the fortress as part of the battlefield. The Secretary may also agree with the city to have the city and nearby agencies provide rescue, fire, and police help for Fortress Rosecrans without charging the Secretary.
