The National Park Service, under the Secretary of the Interior, must manage, protect, and develop the park under the National Park Service Act of August 25, 1916 (39 Stat. 535), as amended. To keep the park in good condition, the Secretary must build and maintain roads, trails, signs, buildings, and other improvements and provide visitor facilities the Secretary considers necessary.
