The Secretary can make agreements with owners of land just outside the park that have monuments or tablets placed on or before January 1, 1990. If Congress provides money, the Secretary can help pay to maintain, protect, and explain those markers, and with an owner’s permission may buy or accept the land or swap for it and get nearby land for public access within or near the mapped Gettysburg Battlefield Historic District.
