The Secretary of the Interior can buy land, buy rights in land, or make agreements with owners (and their heirs or future owners) to save, protect, and improve the Antietam Battlefield of approximately 1,800 acres in Maryland, including land already owned by the United States. The goal is to keep public views clear and to maintain or restore the site (except areas with public buildings, monuments, and the Antietam National Cemetery) to nearly the same condition it had at the time of the battle. These purchases may be made regardless of the proviso limit in section 430nn.
