When the national battlefield park is created, the Interior Secretary must allow monuments honoring Union or Confederate groups or people with written approval of where and how they are placed, set rules to protect the park (violators may face up to a $500 fine, up to six months in jail, or both), and find, mark, and maintain, as practicable, the march route from Chattanooga, Tennessee, through Georgia and the main battle lines.
