A monument or memorial may be built inside the memorial park to honor the American forces who served in the War with Spain. Its cost — including sidewalks, paths, and landscaping — can come from any available funds except the general fund of the Treasury, and the Secretary may pick the site, plan, and and design with advice from the National Commission of Fine Arts.
