Title 16 › Chapter 64— NORTH AMERICAN WETLANDS CONSERVATION › § 4413
The Secretary must work with officials of countries in the Western Hemisphere to set up agreements, using the Plan or the Agreement as a model, to protect the migratory birds named in another part of the law. Once an agreement is reached, the Secretary must tell the appropriate Congressional committees what new laws are needed to put the agreement into effect.
