The Secretary of the Interior can acquire lands or land interests inside the park by gift, purchase with donated or appropriated funds, or by exchange. Land owned by the State of South Dakota, its local governments, or the Oglala Sioux Tribe of South Dakota can be taken only with the owner's consent. Lands managed by another federal agency may be moved under the Secretary's control without transferring funds. Land inside the park but outside the gunnery range mentioned in section 441l may be acquired only as rights‑of‑way or scenic easements.
