When the U.S. acquires enough land on the island, the Secretary of the Interior must create the Saint Croix Island International Historic Site from those lands and other federal land not needed by the government, and publish it in the Federal Register. More property may be added after U.S. purchase or transfer from other agencies, with notice; any area used by Coast Guard for a light station stays excluded while it is needed.
