Land bought under section 450jj–3 becomes part of the Memorial. The Secretary of the Interior must run the Memorial under sections 450jj to 450jj–9 and the laws that apply to national park units, including the Act of August 25, 1916, and the Act of August 21, 1935. When working on the added part of the Memorial, the Secretary must, as much as possible, use help from State and local governments and the private sector. The Secretary may make agreements with the State, any local government, or any person that follow the management plan. Those agreements must at least set up a way to notify the Secretary about any proposed action that might affect the area.
