The Commission must make and send a development and management plan to the Secretary for the East Saint Louis, Illinois part of the Memorial within two years from August 24, 1984. The plan must show steps to protect the area, describe the types and general scale of visitor use and transportation (with locations, timing, and cost estimates), set any visitor capacity limits, note possible boundary changes with reasons and costs, ensure Illinois management fits the Missouri side, and outline cooperation with other governments and private groups plus ways to boost local involvement and jobs. The plan must also cover needs and opportunities to improve the East Saint Louis waterfront and nearby areas in ways that match the Memorial, and must include cost estimates and recommendations for federal, state, and local administrative or legislative actions.
