The Secretary of the Interior can accept donations of land, land interests, buildings, and money for the national seashore inside its legal borders. He may use donated funds to buy needed tracts at prices he finds reasonable or, if not, acquire them by condemnation under section 3113 of title 40, and the land titles must be acceptable to the Secretary.
