Names the lands, waters, and submerged lands that belong to Point Reyes National Seashore by referring to two official maps: map no. 612–80,008–E (May 1978) and the Point Reyes and GGNRA Amendments map (October 25, 1979). Copies are kept at the National Park Service offices in Washington, D.C. The Secretary can make small boundary changes when needed, but must notify the House Natural Resources Committee and the Senate Energy and Natural Resources Committee in writing and publish the change in the Federal Register. Also includes a right-of-way up to 400 feet wide near the northwest part of Bear Valley Ranch, chosen by the Secretary, and any nearby land that would lose access because of that right-of-way.
