Allows the Secretary of the Interior to accept gifts of land or land rights in North Carolina and Georgia to build an extension of the Blue Ridge Parkway from near Beech Gap, North Carolina, to near Kennesaw Mountain National Battlefield Park north of Atlanta and Marietta, Georgia. The land for the parkway can change in width, but on average must not exceed 125 acres per mile owned outright plus up to 25 acres per mile in scenic easements. If the parkway crosses national forest land, the Secretaries of the Interior and Agriculture must agree on the exact route and width there. If the route goes across other federal land, the agency that controls that land may transfer the agreed portion to the Secretary of the Interior for construction, upkeep, and public use without exchanging money. Transfers inside a national forest cannot stop any forest uses that are compatible with the parkway and agreed to by both Secretaries.
