§460aa–13 Area Analysis for Park or Park Administrative Unit Proposal

Summary

The Secretary of the Interior must work with federal, state, and local agencies to do a full study of the natural, economic, and cultural features of the recreation area and the nearby Pioneer Mountains. He must decide whether to create a national park or other park unit and send a report with his recommendations to Congress by December 31, 1974. The report must show he considered alternative land uses and their short- and long-term effects on the state and local economy; the natural and cultural environment; water, grazing, timber, mineral, fish and wildlife management; existing homes, camps, businesses and future development; and how recreation, wilderness, and park lands fit together. He must also consider putting a park on the mountain peaks and uplands while leaving valleys and low lands for multiple uses. Any park recommendation must include a detailed plan showing boundaries, access roads, visitor facilities, and management ideas; an estimate of federal costs to acquire, develop, and operate the unit; and draft legislation to establish it. Up to $50,000 is authorized to carry out this work.
