Summary

Closes federal land inside the recreation area to new mining claims, mineral leases (including geothermal leases), and to patenting, while keeping any valid rights that already exist. No patents can be issued after November 16, 1990, for claims made before that date. Except for existing rights, mining is banned on federal land there. Only common materials like stone, sand, and gravel can be taken for building or fixing roads and facilities inside the recreation area and the excluded areas. The Secretary must write extra rules to protect the purposes of the recreation area.
