Creates a Gateway National Recreation Area Advisory Commission that ends 20 years after the park is created. The Commission has 15 members who serve two-year terms and are picked by the Secretary: two from recommendations of the New York Governor, two from the New Jersey Governor, two from the New York City mayor, two from the Newark mayor, and seven chosen by the Secretary to represent the public. The Secretary names a Chair. Vacancies are filled the same way. Members are unpaid but can have reasonable expenses paid by the Secretary if approved by the Chair. The group acts by a majority vote. The Secretary must consult the Commission from time to time about park development.
