The Secretary may acquire land inside the recreation area by donation, purchase, or exchange, but land owned by Utah, Arizona, any state, or their local governments may be obtained only by donation or exchange. Land held in trust for an Indian tribe can be acquired only if the tribal council agrees. It does not change Navajo mineral rights under section 2 of the Act of September 2, 1958 (72 Stat. 1686) or the Navajo Tribal Council’s rights for the lands called "Parcel B."
