§460dd–7 Proposed Road Study

Summary

The Secretary of the Interior and the Utah Highway Department must study road routes in and next to the recreation area and pick a specific scenic, low-speed road from Glen Canyon City to Bullfrog Basin. That road must cross the Escalante River south of where the river enters Lake Powell at the 3,700-foot level. The route should limit environmental harm. It may include turnouts, overlooks, and scenic views and does not have to meet ordinary secondary-road standards. It must not cross the Escalante River north of Stephens Arch. The study must include a timetable for engineering, planning, and construction that the Secretary should follow when possible. The Secretary may install and maintain signs and interpretive devices that meet highway safety rules. The study must also identify other roads needed to use the area fully and to connect all entrances and exits. The Secretary and the Utah Highway Department must send their findings, any recommended legislation, and the funds needed to Congress within two years of October 27, 1972.
