Within 180 days after March 12, 2019, the Secretary must create an advisory group called the San Rafael Swell Recreation Area Advisory Council. The council will advise the Secretary on making and carrying out the Management Plan for the Recreation Area and must follow the Federal Advisory Committee Act and section 1739 of title 43. The Secretary must appoint seven members. As much as possible the seven should include one person each to represent the Emery County Commission; motorized and nonmotorized recreational users; grazing-allotment permittees; conservation groups; someone with knowledge of the area's historic uses; and an elected leader from a Federally recognized Indian Tribe with cultural or historic ties to sites in the county.
