§460ffff–2 Management Plan

Summary

Create a long-term management plan for the Scenic Area by March 12, 2022 (three years after March 12, 2019). While making the plan, the Secretary must talk with state, tribal, and local governments (including Inyo County and the Tribe), utilities like Southern California Edison and the Los Angeles Department of Water and Power, the Alabama Hills Stewardship Group, and members of the public. The plan must include ways to maintain existing public utility lines and other rights-of-way inside the Scenic Area. The Secretary may allow casual, small-scale mining using only hand tools and simple equipment (for example, metal detectors, hand-fed dry washers, vacuum-type devices, gold pans, small sluices, and similar items). Until the plan is finished, the Secretary must manage the Scenic Area under the existing interim rules.
