The Secretary of the Army can transfer, without payment, lands used or planned for roads that mainly serve cottage-site areas. The land may go to the State where it is, to a local government, or to an organization made up of at least 50% of the cottage-site owners. The transfer can be by quitclaim deed, easement, or another legal method. The transfer must require the new owner to use and maintain the road. If the land stops being used as a road, ownership must immediately go back to the United States.
