The Federal Energy Regulatory Commission cannot approve new dams, water channels, reservoirs, powerhouses, transmission lines, or similar projects under the Federal Power Act inside the recreation area. Projects already built or under construction on December 31, 1975 remain governed by that Act, including the facilities used to operate and maintain them. No federal department or agency may fund, lend to, permit, or otherwise help build any water facility in the recreation area if the Secretary finds it would directly harm the waters’ protected values.
