The Secretary must create and can change rules needed to carry out this part of the law. Those rules must cover how private land inside the recreation area can be used and built on (and can vary by parcel), protection of historic, archaeological, and fossil sites, limits on motorized or mechanical equipment that travel over or change federal land surfaces, limits on the use and number of river boats (boat use on the Snake River is a recognized valid use), and how natural resources on federal land are managed—such as selective timber cutting, mining, grazing, and allowing existing uses that fit the law.
