Summary

The Secretary, working through the Forest Service chief, must run the Recreation Area under National Forest rules to protect its scenic, scientific, historic, cultural, and other values. The area must also conserve fish and wildlife and their habitat (using tools like prescribed fire when needed), protect watersheds and water quality, provide outdoor recreation (such as hunting, fishing, hiking, camping, and nature study), maintain any Congress‑designated wilderness, and manage natural resources in ways that fit these purposes. Hunting, trapping, fishing, and habitat work are allowed under federal and Nevada law, but the Secretary, after consulting the Nevada Department of Wildlife, can set zones or times when those activities are not allowed for safety, management, or public use. Livestock grazing may continue under federal law and rules the Secretary sets. The Secretary may also take reasonable steps to protect the land and resources from fire, insects, or disease.
