§460hhh–4 Management Plan

Summary

The Secretary must create a general management plan for the Recreation Area as an amendment to the Toiyabe National Forest Land and Resource Management Plan no later than 3 full fiscal years after August 4, 1993. The part of the forest plan that covers the Recreation Area must also be put into a separate, public document. The plan must be made with full public input and include: ongoing education and interpretation programs about the area's resources; proposals for public facilities (including one or more visitor centers for local and out‑of‑State visitors); natural and cultural resource protection plans that emphasize preserving archaeological sites and enforcing the Archaeological Resources Protection Act of 1979 and the National Historic Preservation Act; wildlife and fish plans made with Nevada state agencies; recreation plans made with Nevada state agencies; wild horse and burro herd plans made with Nevada agencies and commissions; and an inventory of lands inside the Recreation Area not now managed as National Forest land to consider for future acquisition. The natural and cultural resource plans must be prepared with the Advisory Council on Historic Preservation and the Nevada Division of Historic Preservation and Archaeology. The management plan must also include the Bureau of Land Management’s recommendations about whether the Mt. Stirling, La Madre Mountains, and Pine Creek Wilderness Study Areas (per the BLM Wilderness Status Map dated March 1990) are suitable for wilderness preservation. Until those recommendations are submitted and unless Congress tells otherwise, the Secretary, through the Forest Service Chief, must manage those study areas so they keep their potential to become part of the National Wilderness Preservation System.
