Existing valid rights stay in place. Otherwise, federal land inside the Recreation Area is closed to new public-land claims and disposals, to mining claims and patents, and to mineral and geothermal leasing. The W½E½ and W½ of section 27, T. 23 S., R. 58 E., Mount Diablo Meridian is not closed. Federal parcels that qualify for sale under the Small Tracts Act (Public Law 97–465; 16 U.S.C. 521c et seq.) may be conveyed despite section 7 (16 U.S.C. 521i). The Secretary may also exchange federal land for non‑federal land inside the Recreation Area under the usual National Forest exchange authorities.
