Creates the Arapaho National Recreation Area of about 35,235 acres in Grand County, Colorado, inside the Arapaho and Roosevelt National Forests and the Colorado Big Thompson project, as shown on a map dated May 2007. The Secretary must manage the area under national forest rules to provide public recreation, protect scenic, natural, historic, and pastoral values, allow timber, grazing, and mineral uses only if they do not harm those purposes, handle water quality while allowing needed water and wastewater systems (including control of aquatic plants), and write a management plan with state, local, and public input.
