Land inside the recreation area that is owned by the State of New Mexico or by a New Mexico local government can only be acquired if it is given to the federal government or swapped for other land. The Secretary may acquire other land inside the recreation area by gift, by buying it with donated or federal money, or by swapping land. The Secretary cannot acquire land without the owner's permission unless the Secretary decides the owner will use the land differently than it was used on October 12, 1993, and that the new use would conflict with protecting the area's natural and cultural resources.
