Creates the Boston Harbor Islands National Recreation Area as part of the National Park System to protect the islands’ lands and waters for public use. It requires managing the area with many partners to improve public water access, offer visitor education (including Native American history), and protect natural, historic, and cultural resources. The area is defined by a map titled “Proposed Boston Harbor Islands NRA” (BOHA 80,002, dated September 1996) and includes specific landside access points in nearby cities. The Secretary of the Interior may make small boundary changes after notifying Congress, and may acquire less-than-fee interests at Thompson Island only by donation, purchase with donated or appropriated funds, or exchange. The Secretary can build necessary visitor or admin facilities on non-Federal public land if money is approved and may accept donations to help carry out these duties. Sets up the Boston Harbor Islands Partnership to create and run an integrated management plan. The Partnership has 13 members drawn from federal, state, city, and local organizations, nonprofits, and two members from the Advisory Council. Members serve three-year terms and may be reappointed once. The Partnership must deliver a management plan within three years after November 12, 1996, which must cover how to share responsibilities, pay for improvements (including non-Federal matching), boost recreation, protect resources, expand access, and protect Native American burial grounds. The Governor gets 90 days to review the plan; the Secretary then has 90 days to act, with set times for revision if disapproved. An Advisory Council of at least 18 public members will advise the Partnership. Congress may appropriate needed funds, but none may be used to buy land, and any federal money must be matched by at least three non‑Federal dollars for every federal dollar. Defined terms: “recreation area” = Boston Harbor Islands National Recreation Area; “Secretary” = Secretary of the Interior.
