The Secretary can buy land or rights in land next to or inside conservation areas for things like fish- and wildlife-friendly recreation, protecting natural resources, conserving species listed as endangered or threatened under section 1533, or for two or more of those reasons. These purchases must use money Congress provides or donations and cannot use funds from sales of Federal migratory bird hunting stamps.
