After jurisdiction transfers, the Secretary must quickly create a land and resource management plan for the Recreation Area that follows the National Forest Management Act and other laws. Until that plan is adopted, the Secretary may use the existing TVA Natural Resource Management Plan as temporary guidance, and that use is not treated as a major federal action affecting the environment.
