§460m–6 Free-roaming Horses

Summary

The Secretary must allow free-roaming horses in the Ozark National Scenic Riverways. Within 180 days after November 12, 1996, the Secretary must make a management deal with the Missouri Wild Horse League or another qualified nonprofit. That deal must manage the herd cheaply and limit federal spending to the cost of overseeing the deal. The Secretary must also give pasture permits so the herd can stay at its historic level — not fewer than the number on November 12, 1996 and not more than 50. The Secretary cannot remove horses from federal land in the park unless the manager seriously fails after notice and a 90-day response period, the herd grows above 50, or there is an emergency or threat to public health and safety as defined in the agreement. The United States is not responsible for damage the horses cause to property inside or outside the park.
