The Secretary must send Congress a copy of the Map and a legal description of the Conservation Area and the Wilderness as soon as practicable after October 24, 2000. The Map and descriptions have the same legal effect as if they were written into the law, but the Secretary may correct clerical and typographical mistakes. Copies must be on file and open for public inspection in the Office of the Director of the Bureau of Land Management; the Grand Junction District Office in Colorado; the appropriate BLM office in Colorado if Grand Junction is not the right office; and the appropriate BLM office in Utah. Subject to section 460mmm–4(l)(3) of this title, the Map controls if it conflicts with the descriptions.
