Summary

The Secretary of Agriculture must manage the Robert T. Stafford White Rocks National Recreation Area, subject to any valid existing rights, under the same laws and rules that apply to national forests. Management must keep primitive and semi-primitive recreation, allow use of natural resources only when it fits the area's purpose, protect forest and water habitats for fish and wildlife, and safeguard special places with rare or outstanding natural, cultural, historic, scientific, or recreational value. Federal lands inside the area are withdrawn from all mineral and geothermal leasing. Hunting, fishing, and trapping are allowed under applicable federal and Vermont laws. Within eighteen months after June 19, 1984, the Secretary must send a comprehensive management plan to the House Committees on Interior and Insular Affairs and on Agriculture, and to the Senate Committee on Agriculture, Nutrition, and Forestry. The plan must be made with full public participation, include input from interested agencies and groups, and especially stress protection of the special values named above.
