Authorizes land swaps shown on the map titled "Steens Mountain Land Exchanges" dated September 18, 2000. The swaps follow the usual Bureau of Land Management rules for giving and getting land. The Secretary can carry them out without making new regulations and without following the notice-and-comment rules in section 553 of title 5. Non‑Federal land given to the United States must have title the Secretary finds acceptable, must allow any valid recorded rights, and must meet the same title-approval standards used for Federal buys. Exact acreages and legal descriptions will come from surveys the Secretary accepts. The Secretary will pay for those surveys and other exchange administrative costs.
