The Secretary may work with willing private landowners and others to jointly conserve and manage federal and non-federal lands inside the Cooperative Management and Protection Area. The Secretary can make agreements to do this and, if landowners agree, allow permit holders, other Federal or State agencies, and interested members of the public to join when helpful. The Secretary may also make agreements with the Burns Paiute Tribe to protect cultural sites in the area that are important to the tribe.
