Creates the Donner und Blitzen Redband Trout Reserve to protect the river and its special native redband trout. The reserve covers the Donner und Blitzen River in the Wilderness Area above where it meets Fish Creek, plus the nearby federal riparian lands. Private lands next to the river are not included. Congress found the river is an important habitat and that the redband trout have a unique natural history. The Secretary must manage the reserve under the Wilderness Act and the Wild and Scenic Rivers Act. The Secretary must consult an advisory council and work with the Oregon Department of Fish and Wildlife. Recreation must be run so it protects the trout. The Secretary must remove a dam below Fish Creek and above Page Springs if science supports doing so and funds are available. The Secretary may also help and make agreements with landowners, governments, and conservation groups, and provide technical help, outreach, and education.
