Once the Secretary buys land in the designated area that he thinks can be managed well for this purpose, he must start a fast program to build outdoor recreation facilities. The facilities must be planned to use the land’s shape and location and to meet the growing recreation needs of people in the United States. The Secretary can work with federal and state agencies that have programs to speed finishing the recreation area and to help plan and provide proper summer and winter outdoor recreation facilities.
