The Secretary must get land, water, or rights inside the recreation area by buying with donated or government money, by gift, by trade, by legal taking, by transfers from other federal agencies, or by other means. Land owned by Virginia or its local governments can be acquired only with that owner’s agreement. Federal property already inside the area can be moved into the Secretary’s control without payment if the agency that manages it agrees. The Secretary may also trade: accept non‑federal property in the area and give the grantor federally owned property in Virginia that he controls.
