The Secretary must manage Pictured Rocks National Lakeshore under the Act of August 25, 1916 (39 Stat. 535; 16 U.S.C. 1 et seq.), and may also use other conservation powers if they help the park's purposes. The Secretary must make and carry out a land and water use plan. The plan must provide for public recreation facilities (including appropriate improvements to Alger County Road H–58), protect scenic, scientific, and historic features, and allow protection, management, and use of renewable natural resources (forage and forest products) consistent with those protections and subject to sections 460s–8 and 460s–9. A scenic shoreline drive cannot be built.
