Summary

The Secretary must name the Klamath River basin’s anadromous fish habitats and resources as the Klamath River Basin Conservation Area. The Secretary must, working with the task force, create and run a 20-year restoration program called the Klamath River Basin Conservation Area Restoration Program. The program must follow the Klamath River Basin Fisheries Resource Plan and must monitor and coordinate research, track results, and carry out actions to help fish runs grow and stay healthy. Those actions include fixing and opening fish habitat, repairing damaged watersheds, improving hatcheries and rearing ponds, doing a short-term stocking effort that keeps genetic diversity, and removing or avoiding barriers to migration. Where possible, the work should hire unemployed commercial fishermen, Indians, and others who rely on the fish. If the Secretary lacks authority over some actions, the Secretary must make written agreements with the federal, state, and local agencies and Area Indian tribes to divide responsibilities and coordinate the work.
