The Secretary must manage the Yellowtail Reservoir recreation area together with the rest of the project so it best provides outdoor recreation for the public, protects scenic, scientific, historic, and other features people enjoy, and handles renewable natural resources in ways that support and do not seriously hurt recreation or those protected values. The Secretary can use laws and powers that apply to National Park Service areas and other conservation and resource-management laws he has, when he thinks they help accomplish these goals.
