Legal cooling, process, or surface drainage that is already allowed may go into the part of the Little Calumet River inside the Park. That does not reduce the Secretary’s duty to protect the Park’s resources. Adding land to the Park by the Ninety-fourth Congress and running it as Park land does not make air or water pollution rules tougher for places outside the Park, and it does not give the State of Indiana more control over pollution than existing federal, state, or local law allows.
