After November 5, 1966, once the Secretary buys land inside the area named in section 460u that he thinks can be managed, he must create the Indiana Dunes National Park by announcing it in the Federal Register. By October 1, 1977, he must publish a detailed description of the park’s boundaries in the Federal Register and must publish any future boundary changes there. After the park is created, and under the limits in section 460u, the Secretary may continue buying land and land rights for the park.
