Manage each newly named wilderness the same way lands are managed under the Wilderness Act, unless someone has a valid existing right. The Secretary, through the Bureau of Land Management director, must treat December 31, 1987 as the effective date for applying those Wilderness Act rules. If livestock grazing was already happening before December 31, 1987, it may continue. The Secretary may set reasonable rules for that grazing, but those rules must fully follow Congress’s intent about grazing in the Wilderness Act and section 108 of Public Law 96–560.
