The Secretary can get land or rights inside the monument and the conservation area by donation, by buying with donated or government money, by exchange, or by transfer from another federal agency. Land owned by the State of New Mexico or its local governments can be acquired only by exchange. Congress expects the Secretary to complete getting non‑Federal subsurface interests beneath the monument and the conservation area no later than three full fiscal years after the fiscal year of enactment of this subchapter.
