The Secretary may buy only the part of area VII–A described here, and only if it is needed to make sure the public can get through that part of the area. That part is a strip whose east edge is a line 300 feet east of the electrical transmission line that crossed area VII–A on January 1, 1979, whose west edge is a line 50 feet west of that same transmission line, and whose north and south edges are the area’s existing northern and southern boundaries. Area VII–A includes the bed of the railroad tracks along its northern and northwestern edges and reaches to the north edge of the bed of the railroad tracks at its south edge. Area I–D includes the bed of the railroad tracks on its northern boundary. Area VII–C does not include about 1.3 acres where the Linde Air Products plant sits or about 1 acre where Old Union Station and the REA building stand; otherwise VII–C goes up to, but does not include, the railroad track beds on its north and south edges.
